Petitions to the Chamber of Deputies

OBJECT : This petition aims to invite the Government and the Chamber of Deputies to expand and institutionalize the "Logementsdësch" into a National Commission to Combat the Housing Crisis, which would meet monthly under the authority of the Prime Minister. In addition to the relevant ministries in this field (Housing, Home Affairs, Environment, and others), this Commission should bring together Syvicol, the Chamber of Employees (Chambre des Salariés), the Chamber of Skilled Trades (Chambre des Métiers), the Luxembourg Bankers' Association (ABBL), the Housing Observatory (Observatoire de l'habitat), the Real Estate Chamber (Chambre Immobilière), and NGOs active in consumer protection (ULC, Fondation pour l'accès au logement, Mieterschutz asbl). The responsibility of this Commission would be to develop, coordinate, and accelerate the implementation of a multi-year national response to the housing crisis, reporting on proposed measures and their progress to the Chamber of Deputies at least twice a year. Among the measures the Commission could consider are, among others: • The issuance of an annual public housing bond program of 500 million euros for 4 years, fully invested in the creation or acquisition of affordable housing. • A national target of 20% affordable housing. • Doubling the maximum amount of the state guarantee for housing loans in order to facilitate access to credit for first-time buyers.

OBJECT : Introduce legislation requiring employers in Luxembourg to provide clear, specific and objective justifications for every mandatory language requirement included in a job advertisement. The legislation should establish the following obligations: Job-related justification: Each mandatory language requirement must be justified by specific professional duties, such as communication with clients, colleagues, public authorities or other stakeholders. Proportional proficiency levels: Employers must justify not only the language required but also the requested proficiency level, using the Common European Framework of Reference for Languages (CEFR). Distinction between essential and desirable skills: Languages that are useful but not essential for performing the job must be identified as desirable rather than mandatory. Transparent job advertisements: Justifications must be included directly in job descriptions, allowing applicants to understand why the specified language skills are necessary. Prevention of arbitrary requirements: Language requirements must be proportionate to the actual responsibilities of the position and must not create unjustified barriers to employment. Oversight and enforcement: Competent authorities must be empowered to examine potentially unjustified language requirements and impose proportionate sanctions for non-compliance.

OBJECT : Objet Nous demandons l'introduction au Luxembourg d'une obligation de stérilisation des chiens et des chats qui ne sont pas destinés à un élevage agréé ou officiellement autorisé. Motivation Chaque année, de nombreux chiots et chatons naissent de portées non planifiées ou issues de reproductions privées. Beaucoup de ces animaux sont ensuite abandonnés, revendus sans contrôle ou finissent dans des refuges déjà saturés. La stérilisation est une mesure reconnue pour : * prévenir la surpopulation animale ; * réduire le nombre d'abandons ; * limiter les reproductions irresponsables et le commerce illégal d'animaux ; * améliorer le bien-être animal ; * diminuer la pression sur les refuges et les associations de protection animale. Cette obligation ne concernerait pas les éleveurs agréés ou les personnes disposant d'une autorisation officielle de reproduction, qui continueraient à exercer leur activité dans le respect des réglementations en vigueur. Demande Nous demandons à la Chambre des Députés et au Gouvernement luxembourgeois d'adopter une législation imposant la stérilisation des chiens et des chats détenus comme animaux de compagnie, sauf lorsqu'ils sont destinés à un élevage légalement autorisé. Cette mesure constituerait une avancée importante pour le bien-être animal, la lutte contre les abandons et la promotion d'une détention responsable des animaux au Luxembourg.
