Implementation of Intelligent Traffic Light Systems Across Luxembourg to Reduce Traffic Congestion
Public petition n°4146
Petitioner: Benjamin Bintener

Object of the petition
We call upon the Chamber of Deputies and the Government of Luxembourg to establish a national program for the modernization of traffic lights throughout the country by introducing intelligent traffic management systems capable of adapting in real time to actual traffic conditions.
Reason for the petition
Luxembourg faces significant traffic congestion on a daily basis, particularly during peak commuting hours. This situation results in lost time, economic costs, increased stress for residents and commuters, and unnecessary environmental impacts. Many traffic lights still operate according to fixed schedules and do not sufficiently respond to real-time traffic conditions. As a result, drivers often experience unnecessary delays and avoidable congestion. Several European countries, particularly the Netherlands, have successfully implemented intelligent traffic light systems. Using sensors and advanced digital technologies, these systems can dynamically adjust traffic light phases according to actual traffic demand, thereby improving traffic flow and reducing waiting times. Our Requests Through this petition, we request: a national study on the modernization of traffic signal infrastructure; the gradual deployment of intelligent traffic management systems on major roads and intersections; improved coordination between connected intersections; pilot projects in areas most affected by congestion; regular publication of results regarding traffic flow, travel times, and emission reductions. Expected Benefits The implementation of intelligent traffic lights would: reduce traffic congestion; shorten travel times; lower fuel consumption and CO₂ emissions; improve air quality; enhance the reliability of public transportation; improve the overall quality of life for residents and commuters. Conclusion Luxembourg possesses the technological capabilities and resources required to adopt modern and proven traffic management solutions. Intelligent traffic light systems represent a practical, sustainable, and forward-looking measure to improve mobility and reduce congestion throughout the country. We therefore urge the Chamber of Deputies to examine this proposal and support the necessary steps toward its implementation.
