Object of the petition

We call on the Luxembourgish government and the Chamber of Deputies to guarantee free access to essential menstrual products such as tampons and sanitary pads for everyone in Luxembourg. Menstruation is a natural part of life and not a choice. However, the cost of menstrual hygiene products still represents a financial burden for many people. No one should have to give up basic hygiene because of a lack of financial means. We therefore demand: free menstrual products in public schools, universities, and administrative buildings; free access to tampons and sanitary pads in public toilets; government measures to make menstrual products more affordable or freely accessible in supermarkets; as well as long-term action to fight period poverty in Luxembourg. Access to menstrual products is a matter of health, hygiene, dignity, and equality. Other countries and cities have already shown that such measures are both possible and beneficial. Luxembourg should send a modern and supportive message by ensuring that nobody is disadvantaged because of menstruation.

Reason for the petition

Menstruation is a normal part of life and affects a large part of the population regularly over many years. Nevertheless, essential hygiene products such as tampons and sanitary pads still represent a financial burden for many people. Access to menstrual products should not depend on income. Nobody should have to sacrifice basic hygiene or feel limited in daily life, at school, university, or work because of financial difficulties. Providing free or state-supported menstrual products would help fight period poverty, improve hygiene and health, and strengthen equality. Several countries and public institutions across Europe have already introduced measures to make menstrual products freely accessible. Luxembourg should also take an important step toward greater social justice and equal opportunities. We therefore call for simple and free access to tampons and sanitary pads in public institutions, as well as measures to improve their affordability in retail stores.
