Purpose of the petition
This petition proposes increasing the number of deputies to be elected in the Centre constituency from 21 to 22, and reducing the number in the South constituency from 23 to 22, in order to ensure a more accurate proportional representation of the population.
Reason for the petition
The last change to the number of deputies to be elected in each constituency dates back to 1988. This distribution allocates 23 seats to the South constituency and 21 seats to the Centre constituency, reflecting the historically greater demographic weight of the South. However, the strong population growth that Luxembourg has experienced since then has not been geographically uniform. The population of the Centre is now closing in on that of the South, with these constituencies having 247,297 and 250,604 inhabitants respectively as of 1 January 2025, according to Statec. The difference in population between the country's two main constituencies has narrowed to such an extent that a new distribution of seats proportional to the population (using, for illustrative purposes, the formula used for the distribution of seats between lists in general elections) would allocate 22 seats to the South and 22 seats to the Centre. It would therefore be appropriate, in order to more accurately reflect the current demographic reality, to set by law, before the 2028 general election, the number of deputies to be elected in each constituency as follows: - South constituency: 22 deputies; - East constituency: 7 deputies; - Centre constituency: 22 deputies; - North constituency: 9 deputies.
