Free water carafes in restaurants and fast food outlets throughout Luxembourg
Public petition n°3677

Purpose of the petition
Restaurants throughout Luxembourg should offer free jugs of water to all customers. It goes without saying that when we order food and drink, water is an essential beverage at any time of year.
Reason for the petition
Water is a common good that is essential to life. However, in many restaurants in Luxembourg, customers still have to pay for a simple glass of water or are forced to buy drinks. We are calling for a legal obligation for all restaurants and fast food outlets in the country to offer a free jug of tap water on request. This measure is based on several strong and obvious principles: 1. A fundamental human right Access to safe, clean and free drinking water is recognised by the United Nations as a human right. It is therefore normal that it should be available at no extra cost, particularly in public places such as restaurants. 2. A public health issue Offering free water encourages healthy hydration, rather than promoting the consumption of soft drinks, sugary juices or alcoholic beverages. In the context of the fight against diet-related diseases (obesity, diabetes, high blood pressure), this simple gesture can have a real impact. 3. A measure of social equity Not everyone can afford to order a drink with their meal. Making water free guarantees a minimum level of equality and respect for every customer, regardless of their budget. 4. An environmentally friendly and responsible choice By prioritising tap water served in jugs, we significantly reduce the use of plastic bottles, waste and the carbon footprint associated with the transport and production of packaged drinks. 5. A practice already adopted elsewhere Countries such as France already impose this obligation by law. Luxembourg, which is committed to ecological and social initiatives, has every interest in following this virtuous example. 6. A negligible cost for establishments Tap water costs very little. Providing a jug does not represent a significant expense for restaurants, especially if it can improve their image and customer satisfaction. 7. An incentive for responsible consumption Providing access to water allows consumers to make informed choices and not feel pressured to buy additional drinks simply because they are thirsty. For all these reasons, we are calling on Luxembourg to adopt a fair, environmentally friendly and beneficial measure for everyone: making it compulsory to provide a jug of tap water free of charge in all catering establishments.
