Le but de ce système est de créer la justice sociale. Une pénalité devrait être ressentie de la même manière par tous, quel que soit son revenu. Sans cet ajustement, les amandes pourraient avoir peu d'effet dissuasif pour personnes à revenus élevés. Ce système est déjà utilisé dans nombreux pays, aussi en Europe, ex.: Finlande, Suède,Danemark.
