La législation sur les chiens manque d'envergure pour permettre aux policiers de lutter efficacement contre les excréments de chiens sur la voie publique. Par conséquent, la réglementation de police communale classique ne peut pas être utilisée de manière efficace. Eexemple ville de Luxembourg : L 'article 9 du règlement général de police prévoit que « les propriétaires ou gardiens de chiens doivent éviter que ceux-ci ne salissent par leurs excréments les trottoirs, les voies et places (...)
