Purpose of the petition

Access of young people in the north of Luxembourg to ice sports infrastructure

Reason for the petition

We wish to draw the attention of the Chamber of Deputies to the absence of a fully covered, year-round ice rink in the north of Luxembourg and to the consequences this situation has for youth sport development and equal access to sports infrastructure across the country. At present, the only ice rink operating throughout the year is located in the capital. This geographical concentration of ice sports infrastructure creates a de facto inequality for families living in the northern regions. Regular travel to the capital is often time-consuming, costly and logistically challenging, particularly for families with school-aged children and extracurricular activities. Not all parents have the time, financial means or practical ability to accompany their children over such long distances on a regular basis. In the east of the country, the Beaufort ice rink (Ice Park Beaufort) operates during the winter season. For the 2025/2026 season, it is open from 8 November 2025 to 1 March 2026. The facility is equipped with a textile roof installed in 2012, which offers partial protection from weather conditions while remaining open on the sides. This limits its use to periods with favourable weather conditions. The Beaufort ice rink hosts regular sporting activities, including recreational skating and ice hockey, supported by an active local club. The high attendance recorded in recent years clearly demonstrates the strong interest of children and young people in ice sports in the region. However, several recent observations indicate that the current infrastructure is reaching its limits in light of growing demand, highlighting the need to consider sustainable solutions in the medium and long term. Sport plays a fundamental role in the physical, social and psychological development of children and adolescents. Equal and regular access to sports infrastructure contributes to public health, social integration, the prevention of sedentary lifestyles and the strengthening of local community life. The absence of a fully covered, year-round ice rink in the north of Luxembourg currently represents a barrier to youth sport development and reinforces regional disparities in access to sports facilities. Through this petition, we respectfully ask the Chamber of Deputies: - to examine the possibility of developing a covered, year-round ice rink in the north of Luxembourg; - to open a public debate on equal access to sports infrastructure across the different regions of the country; - to explore, where appropriate, options for the modernisation or evolution of existing facilities, particularly in Beaufort, in order to better meet the needs of young athletes; - to consider this project as a strategic initiative in support of youth sport, public health and balanced territorial development. We trust in the responsibility and commitment of elected representatives to ensure that all children in Luxembourg, regardless of their place of residence, have fair access to sporting opportunities and to an environment that promotes an active and healthy lifestyle.
