Petitions to the Chamber of Deputies

PURPOSE : Nous demandons à la Chambre des Députés de créer un cadre légal pour des comptes d'investissement dédiés aux enfants, alimentés par une réaffectation optionnelle des allocations familiales actuelles vers une « Caisse pour l'avenir des enfants (CAE) ». Ces fonds seraient bloqués jusqu'à 18 ans, investis dans des produits financiers (80% actions diversifiées, 20% obligations), et destinés à financer études supérieures, création d'entreprise ou acquisition d'un premier logement.

PURPOSE : We are following with grave concern the situation currently unfolding in Iran. We express our deepest empathy and unwavering solidarity with the people inside Iran, who are facing repression and violence for exercising their fundamental rights. We consider it our ethical and civic responsibility to convey the real and unfiltered message of them, whose collective will for regime change has been expressed openly and consistently through repeated nationwide protests. This moment represents a critical test for human rights activists, the media, and political leaders in free societies. Silence or inaction in the face of such crimes cannot be considered neutrality. We therefore call upon the Government of Luxembourg, the institutions of the European Union, the media, and the international community to: 1. Support the Iranian people in their movement and their clearly expressed will for fundamental political change away from the current Islamic Republic regime. 2. Ensure honest, independent, and impartial engagement with events in Iran, including the amplification of Iranian voices in the context of severe internet and communication shutdowns. 3. Clearly and decisively condemn the violent repression of the Iranian people, and also prepare and implement concrete political and diplomatic measures, in line with international human rights obligations, to pressure the regime to prevent further killings, halt repression, and end violence against protesters. 4. Formally recognize Prince Reza Pahlavi as the representative of the Iranian people during the transitional period and cooperate with him in accordance with internationally recognized human rights norms, democratic principles, and the right to self-determination. We urge all democratic governments and institutions to recognize the gravity of this moment and to act in accordance with their stated commitments to human rights, justice, and human dignity. Although we are outside Iran, our hearts and consciences are with the people inside the country, who continue to courageously demand their fundamental rights. We stand with them and echo their call: "Freedom, freedom, freedom." History will judge not only those who commit these crimes but also those who choose silence in the face of them.

PURPOSE : Il est demandé à la Chambre des Députés d'inviter le Gouvernement à lancer une démarche officielle, transparente et conforme aux engagements européens du Grand-Duché, en vue d'un rapprochement institutionnel avec le cadre BRICS (Brésil, Russie, Inde, Chine, Afrique du Sud et pays associés). La pétition demande notamment : la réalisation d'une étude d'impact, rendue publique, analysant les opportunités et les risques d'un rapprochement avec les BRICS (commerce, investissements, chaînes d'approvisionnement, innovation, sécurité économique, réputation internationale, conformité) ; l'ouverture de consultations avec les institutions et partenaires de l'Union européenne, ainsi qu'avec le Benelux, afin d'assurer la cohérence avec la politique commerciale et extérieure de l'UE et avec le droit de l'UE ; la consultation des acteurs luxembourgeois (entreprises, chambres professionnelles, syndicats, universités, société civile) afin d'identifier des priorités sectorielles et des garde-fous ; la préparation, si l'étude et les consultations concluent à un intérêt national net, d'une « lettre d'expression d'intérêt » adressée à la présidence des BRICS en vue d'un statut de partenaire/observateur, ou de toute forme de participation permettant un dialogue structuré ; l'examen, à moyen terme et sur base d'un rapport au Parlement, de l'opportunité d'une éventuelle demande d'adhésion, sans préjudice du respect strict des obligations internationales du Luxembourg, du droit de l'UE et des régimes de sanctions applicables. Il est demandé en outre qu'un rapport annuel soit présenté à la Chambre sur l'avancement, les coûts, les bénéfices attendus et les mécanismes de contrôle et de conformité.
