Petitions to the Chamber of Deputies

OBJECT : This petition aims to invite the Government and the Chamber of Deputies to expand and institutionalize the "Logementsdësch" into a National Commission to Combat the Housing Crisis, which would meet monthly under the authority of the Prime Minister. In addition to the relevant ministries in this field (Housing, Home Affairs, Environment, and others), this Commission should bring together Syvicol, the Chamber of Employees (Chambre des Salariés), the Chamber of Skilled Trades (Chambre des Métiers), the Luxembourg Bankers' Association (ABBL), the Housing Observatory (Observatoire de l'habitat), the Real Estate Chamber (Chambre Immobilière), and NGOs active in consumer protection (ULC, Fondation pour l'accès au logement, Mieterschutz asbl). The responsibility of this Commission would be to develop, coordinate, and accelerate the implementation of a multi-year national response to the housing crisis, reporting on proposed measures and their progress to the Chamber of Deputies at least twice a year. Among the measures the Commission could consider are, among others: • The issuance of an annual public housing bond program of 500 million euros for 4 years, fully invested in the creation or acquisition of affordable housing. • A national target of 20% affordable housing. • Doubling the maximum amount of the state guarantee for housing loans in order to facilitate access to credit for first-time buyers.

OBJECT : Cette pétition a pour objectif de permettre aux adultes d'accéder à la profession d'infirmier/infirmière grâce à une formation en apprentissage adaptée. De nombreux adultes souhaitent se reconvertir et exercer ce métier, mais la formation classique de trois ans à temps plein est souvent difficile, voire impossible, à suivre en raison des responsabilités familiales et des charges financières. L'absence d'un revenu pendant plusieurs années constitue un obstacle majeur. La mise en place d'un apprentissage pour adultes offrirait la possibilité de se former tout en percevant une rémunération, permettant ainsi à davantage de personnes motivées d'accéder à cette profession essentielle, tout en répondant au besoin croissant de personnel infirmier qualifié.

OBJECT : Introduce legislation requiring employers in Luxembourg to provide specific, written and factual reasons for rejecting job applicants. The legislation should establish the following obligations: Specific feedback: Identify the professional skills, qualifications, experience or assessment results decisive in the rejection. Generic explanations must not be considered sufficient. Clear justification: Distinguish between candidates who fail to meet essential requirements and qualified candidates rejected in favour of another applicant, specifying the decisive selection criteria. Documented selection criteria: Establish selection criteria before evaluating candidates and document recruitment decisions. Record retention: Retain recruitment assessments and decisions for a legally defined period, in compliance with data protection legislation. Independent review: Allow candidates to request an independent examination where reasonable grounds exist to suspect discrimination, favouritism or other irregularities. Enforcement: Establish reasonable deadlines for providing feedback, effective oversight mechanisms and proportionate sanctions for non-compliance. The required level of detail should reflect the stage reached in the recruitment process.
