Petitions to the Chamber of Deputies

OBJECT : This petition aims to invite the Government and the Chamber of Deputies to expand and institutionalize the "Logementsdësch" into a National Commission to Combat the Housing Crisis, which would meet monthly under the authority of the Prime Minister. In addition to the relevant ministries in this field (Housing, Home Affairs, Environment, and others), this Commission should bring together Syvicol, the Chamber of Employees (Chambre des Salariés), the Chamber of Skilled Trades (Chambre des Métiers), the Luxembourg Bankers' Association (ABBL), the Housing Observatory (Observatoire de l'habitat), the Real Estate Chamber (Chambre Immobilière), and NGOs active in consumer protection (ULC, Fondation pour l'accès au logement, Mieterschutz asbl). The responsibility of this Commission would be to develop, coordinate, and accelerate the implementation of a multi-year national response to the housing crisis, reporting on proposed measures and their progress to the Chamber of Deputies at least twice a year. Among the measures the Commission could consider are, among others: • The issuance of an annual public housing bond program of 500 million euros for 4 years, fully invested in the creation or acquisition of affordable housing. • A national target of 20% affordable housing. • Doubling the maximum amount of the state guarantee for housing loans in order to facilitate access to credit for first-time buyers.

OBJECT : La présente pétition demande au Gouvernement et à la Chambre des Députés de renforcer la protection du pouvoir d'achat des citoyens face à l'augmentation des coûts des carburants, du chauffage et de l'énergie, et de promouvoir des solutions diplomatiques permettant de réduire les conséquences économiques des conflits internationaux. Elle demande notamment : 1. De prendre des mesures concrètes pour maintenir des prix du diesel et des carburants abordables pour les citoyens, les familles et les travailleurs. 2. De renforcer la protection des ménages face aux coûts du chauffage, de l'électricité et du gaz, notamment pendant la période hivernale. 3. De soutenir les efforts diplomatiques et les négociations de paix afin de réduire les risques d'escalade militaire et leurs conséquences humaines et économiques. 4. D'assurer davantage de transparence concernant les dépenses publiques liées aux conflits internationaux et leurs conséquences pour les contribuables. 5. De faire de la sécurité énergétique, du pouvoir d'achat et de la stabilité économique des citoyens des priorités de l'action publique.

OBJECT : The purpose of this petition is to strengthen consumer rights in Luxembourg by introducing into the Consumer Code a strict principle of contractual and financial reciprocity vis-à-vis businesses and professionals (specifically across the banking, insurance, telecommunications, energy, and e-commerce sectors). The objective is to grant users and consumers the legal authority to charge standard administrative/handling fees or obtain automatic, regulated compensation when a persistent technical malfunction, digital interface outage, or processing failure attributable to the service provider forces the user to perform time-consuming manual procedures to fulfill contractual obligations or assert their rights. The petition also calls for the mandatory, automatic waiver of all ancillary fees, reminder costs, or penalties claimed by a provider whenever a delay or complication stems from an outage or bug in its own digital systems.
