OBJECT : Aujourd'hui, l'allocation de vie chère au Luxembourg est calculée principalement sur base du revenu brut des ménages. Pourtant, le revenu brut ne reflète pas la réalité financière des citoyens, car de nombreuses charges obligatoires sont déduites avant que le salaire soit réellement disponible : cotisations sociales, impôts, assurances, frais de transport, logement, etc. Beaucoup de personnes et de familles dépassent légèrement les plafonds fixés en revenu brut, tout en rencontrant de vraies difficultés financières au quotidien à cause du coût de la vie élevé au Luxembourg. Cette situation crée une injustice sociale, car certaines personnes ayant un revenu net modeste se retrouvent exclues de l'aide alors qu'elles en auraient réellement besoin. Par cette pétition, nous demandons au Gouvernement luxembourgeois et à la Chambre des Députés : * de calculer l'allocation de vie chère sur base du revenu net réel des ménages ; * ou d'adapter les critères actuels afin de mieux prendre en compte les charges réelles des foyers ; * afin de garantir une aide plus juste, plus équitable et plus adaptée à la réalité économique des résidents du Luxembourg. L'objectif est que les aides sociales soient attribuées selon le pouvoir d'achat réel des citoyens et non uniquement sur des revenus bruts qui ne reflètent pas leur situation financière réelle.

For a legal framework requiring employers in Luxembourg to provide collective supplementary health insurance

OBJECT : The purpose of this petition is to introduce, in Luxembourg, a legal framework for collective supplementary health insurance for employees in the private sector. This framework should provide for the following principles: 1. An obligation, for companies reaching a minimum employee threshold, to offer their employees collective supplementary health insurance; 2. A minimum employer contribution of 50% of the cost of the employee's basic coverage; 3. For companies with more than 100 employees, the possibility to offer three different levels of coverage adapted to employees' needs, provided that the price of the highest level does not exceed more than 100% above the lowest level; 4. Freedom of choice for employees, including: * joining the basic coverage; * optional extension to family members under negotiated conditions; * the possibility of exemption, exclusively where equivalent coverage already exists, notably through a spouse, another employer or a foreign scheme; 5. Tax neutrality, ensuring that the share paid by the employee benefits from tax treatment at least equivalent to that applicable to individually subscribed supplementary health insurance; 6. Adaptation according to company size, in order not to impose disproportionate administrative burdens on small and medium-sized enterprises; 7. Early application or specific mechanisms for companies employing staff in risk-related positions or under particularly demanding working conditions. These measures aim to improve access to healthcare, reduce household financial burden, strengthen fairness between employees, and reconcile social protection with economic competitiveness.

Declaring a National Housing Emergency

OBJECT : This petition calls upon the Government and the Chamber of Deputies to declare a national housing emergency and, consequently, to deploy all necessary financial and human resources to ensure that structural measures enter into force before the end of 2027. These structural measures could include, among others: - A national register of buildings and housing; - A reform and the effective enforcement of rent caps, including the right for tenants to be reimbursed in the event that their rent exceeds the legal limit; - A national tax on vacant housing and a national tax on land mobilization; - An annual investment of 1% of GDP into the creation or acquisition of affordable housing; - A mandatory threshold requiring each municipality to offer a minimum of 20% affordable housing within its housing stock by 2035; - A guaranteed minimum density for projects built by public developers (SNHBM, Fonds du Logement); - The creation of a public-private partnership between the State and social partners, funded by employer and employee contributions, aimed at building affordable housing; - A procedure authorizing municipalities to reclaim buildings and buildable plots in a state of manifest abandonment, characterized notably by a severe and long-term lack of maintenance.
