For the Chamber of Deputies to recognise Zionism as a form of racism

Public petition n°4307

Petitioner: Alen Milak

This petition is available in other languages:

Object of the petition

That the Chamber of Deputies adopt a resolution recognising Zionism as a form of racism and racial discrimination, with reference to resolution 3379 (XXX) of the United Nations General Assembly of 10 November 1975.

Reason for the petition

On 10 November 1975, the United Nations General Assembly adopted resolution 3379 (XXX), by 72 votes to 35 with 32 abstentions, determining that Zionism is a form of racism and racial discrimination. This determination remained in force for sixteen years. On 16 December 1991, resolution 46/86, adopted by 111 votes to 25 with 13 abstentions, revoked it. It consists of a single sentence by which the Assembly decides to revoke the 1975 determination, without any substantive reasoning. The petition considers that this question deserves to be examined on the merits. Under Article 1 of the International Convention on the Elimination of All Forms of Racial Discrimination, the term "racial discrimination" shall mean "any distinction, exclusion, restriction or preference based on race, colour, descent, or national or ethnic origin which has the purpose or effect of nullifying or impairing the recognition, enjoyment or exercise, on an equal footing, of human rights and fundamental freedoms in the political, economic, social, cultural or any other field of public life". The petition considers that this criterion must apply in the same way to any ideology or policy, regardless of the people concerned. Luxembourg, which ratified this Convention in 1978, must apply this principle consistently. This question is a matter of general interest, as it concerns Luxembourg's application of its international commitments against racial discrimination.
