The objective of this petition is to request the Government and the Chamber of Deputies to establish a financial support mechanism (partial or total reimbursement) for medical and veterinary expenses of pets, aiming to alleviate the unbearable financial burden on households and ensure animal welfare.

Currently, the costs associated with pet healthcare in Luxembourg have reached astronomical levels. Consultations, medical exams, surgeries, and treatments represent an insurmountable financial barrier for many families, pensioners, and young professionals. Unlike human healthcare, veterinary care does not benefit from any public subsidy or coverage, leaving owners completely helpless during their pets' medical emergencies. This lack of state assistance has severe consequences: Animal Welfare: Many owners are forced to delay essential treatments or, in extreme cases, resort to economic euthanasia because they cannot afford the bills.Abandonment: The suffocating rise in veterinary prices directly contributes to the increase in abandoned animals, overcrowding national shelters that are already operating at maximum capacity.Public Health: Companion animals play a vital role in mental health and in combating social isolation among citizens. Protecting their health means protecting the well-being of the population. For these reasons, we request the Chamber of Deputies to study and implement a structured support mechanism, which could include: A state-managed partial reimbursement system for veterinary invoices.The creation of an annual "veterinary voucher" or subsidies indexed to household income.The reduction or exemption of taxes on essential veterinary medical procedures (such as sterilization, vaccination, and microchipping). Owning a pet and ensuring its health should not be a luxury reserved for a few, but an accessible right and a social responsibility supported by the State.
