Object of the petition
Therefore, we call on the Government to amend the legal framework so that: • the price for heating oil shall apply as a maximum price, which is fixed at the time of the order; • "upon delivery" pricing in the consumer sector is excluded if it would result in an increase in price; • Price clauses that lead to price increases after the order is placed for heating oil are no longer permitted. We ask the Chamber of Deputies to consider these demands and to initiate the necessary legislative steps.
Reason for the petition
In the context of international conflicts, there are recurring fluctuations in the global energy markets, which also affect the prices of heating oil. This leads to consumers ordering heating oil at a certain price, only to be charged a higher price upon delivery. This creates unexpected financial burdens for buyers. This is unacceptable, as the price is a central component of the purchasing decision. From a consumer protection perspective, it is essential that the order is regarded as a binding contract of sale, in which the main conditions - namely price, quantity and delivery times - are definitively established at the time of conclusion. The price agreed at the time of ordering should be regarded as a binding maximum price, which must not be exceeded even after delivery.
