A mandatory vehicle liability insurance should be introduced for certain electric scooters that either weigh more than 25 kg (and can reach a speed of more than 14 km/h) or - for scooters under 25 kg - have a maximum design speed of more than 25 km/h. The regulation should apply to higher-powered, heavier scooters, and using them without the required insurance could result in a fine. Which scooters should the regulation apply to? Scooters weighing under 25 kg: if their design speed exceeds 25 km/h. Scooters weighing more than 25 kg: if their design speed exceeds 14 km/h.

The purpose of this regulation is to increase traffic safety, as these scooters are capable of higher speeds and stronger dynamics, and can therefore cause greater damage in the event of an accident.
