Purpose of the petition
We call for the introduction of a universal tax allowance of EUR4,000 gross per month on employment income. Specifically: • Any employee earning up to EUR4,000 gross per month would pay neither income tax nor personal social contributions. Their net income would be equal to their gross income. • For employees whose income exceeds EUR4,000 gross, only the amounts above this threshold would be subject to income tax and social contributions.
Reason for the petition
The objective of this reform is threefold: 1. Strengthen the purchasing power of workers, particularly families facing the rising cost of housing and daily living expenses. 2. Rebalance intergenerational solidarity: while Luxembourg's pensions are among the most generous in Europe, active workers bear a disproportionate fiscal and social burden. 3. Support the birth rate and the country's attractiveness by reducing the financial pressure on households and making Luxembourg more competitive in attracting and retaining talent.

Title of the petition: Exonération fiscale jusqu'à 4.000 EUR brut par mois pour tous les salariés Aim of the petition: Nous demandons l'introduction d'un abattement fiscal universel de 4.000 EUR brut par mois sur les revenus du travail. Concrètement : • Tout salarié gagnant jusqu'à 4.000 EUR brut par mois ne paierait ni impôt sur le revenu ni cotisations sociales personnelles. Son revenu net serait égal à son revenu brut. • Pour les salariés dont le revenu dépasse 4.000 EUR brut, seuls les montants supérieurs à ce seuil seraient soumis à l'impôt et aux cotisations sociales. Motivation of the general interest of the petition: L'objectif de cette réforme est triple : 1. Renforcer le pouvoir d'achat des travailleurs, en particulier des familles confrontées à la hausse du coût du logement et de la vie quotidienne. 2. Rééquilibrer la solidarité intergénérationnelle : alors que les pensions luxembourgeoises sont parmi les plus généreuses d'Europe, les actifs subissent une charge fiscale et sociale disproportionnée. 3. Soutenir la natalité et l'attractivité du pays en réduisant la pression financière sur les ménages et en rendant le Luxembourg plus compétitif pour attirer et retenir les talents.
