Purpose of the petition

We request the introduction of a net metering system for residential and small-scale photovoltaic installations. Currently, individuals receive a low payment for the surplus electricity they inject into the grid, while having to buy electricity at a much higher rate. This system disadvantages local producers and hinders the country's energy transition. We ask that citizens be allowed to offset the electricity they inject into the grid against their consumption at an equivalent rate, in line with the principles of energy fairness and Luxembourg's European commitments.

Reason for the petition

The energy transition and the fight against climate change require the involvement of all stakeholders, including citizens who produce renewable energy. At present, the compensation model for photovoltaic electricity in Luxembourg does not fairly reflect the value of the energy fed into the grid. This imbalance discourages investment in self-consumption and slows progress toward both national and EU climate objectives. Introducing a net metering system would allow small-scale producers of green electricity to fully benefit from their production by offsetting their consumption on a monthly or annual basis. This measure would promote energy efficiency, reduce strain on the electrical grid, strengthen the country's energy independence, and encourage responsible consumer behavior. It is a fair and strategic measure that supports Luxembourg's climate commitments, reinforces energy resilience, and directly serves the public interest.
