OBJECT : We, the citizens of Luxembourg, call for the implementation of legal measures that guarantee fair and affordable rents. These measures should allow all families, young adults, and low-income individuals to live in decent housing, while protecting private landlords and social housing providers. To achieve this goal, we propose: - Capping rents, based on apartment size, condition, and location, to limit excessive increases and ensure affordable housing. - Clear and transparent rental contracts, securing the rights and obligations of tenants and landlords. - Development of innovative solutions such as Mietkauf (rent-to-own), allowing tenants to gradually become homeowners while ensuring landlords receive stable and secure income. - Tax incentives or subsidies for landlords who maintain fair rents or adopt rent-to-own solutions.

OBJECT : La loi du 2 février 2022 sur les armes et munitions, transposant des exigences européennes, a imposé à certains détenteurs d'armes légalement acquises de nouvelles obligations, notamment leur neutralisation selon des normes européennes. Dans ce cadre, des citoyens ont été contraints : de faire neutraliser leurs armes par un armurier agréé, de procéder au paiement d'une taxe d'environ 250 euros pour l'établissement d'un certificat de neutralisation européen, et, dans certains cas, de remettre leurs armes aux autorités en vue de leur destruction, sans compensation. Ces mesures ont entraîné des charges financières et des pertes patrimoniales importantes pour les personnes concernées. Il convient de souligner que certaines des armes concernées présentaient un caractère militaro-historique, et ont dû être soit détruites, soit vendues à l'étranger, parfois à un prix inférieur à leur valeur réelle sur le marché ou leur valeur de collection. Par ailleurs, des incohérences dans l'application de la législation ont été constatées, notamment dans la période suivant la date de référence fixée au niveau européen, durant laquelle certaines armes ont continué à être enregistrées par les autorités. Cette situation soulève des questions d'égalité de traitement, de sécurité juridique et de respect du droit de propriété. Nous demandons : Qu'une indemnisation adéquate soit accordée aux personnes ayant été contraintes de payer une taxe d'environ 250 euros pour la neutralisation de leurs armes, afin de couvrir les frais engagés ; Qu'une indemnisation équitable soit prévue pour les personnes ayant dû remettre leurs armes aux autorités en vue de leur destruction ou les vendre à l'étranger à perte, en tenant compte de la valeur réelle des biens concernés ; Que le principe d'égalité de traitement soit garanti, notamment en tenant compte des situations où des armes similaires ont pu être enregistrées après la date de référence ; Que l'État reconnaisse les conséquences financières et patrimoniales résultant de la mise en oeuvre de ces obligations.

OBJECT : We wish to draw the attention of the relevant authorities to growing concerns regarding the safety of children within and around educational institutions. On the one hand, it has been observed that certain playgrounds and school surroundings, when accessible outside of school hours, may be exposed to vandalism or the presence of hazardous waste such as broken glass, syringes, or other harmful substances. These elements pose a direct risk to children's health and safety. On the other hand, the issue of safety among students themselves requires urgent attention. Incidents of physical violence can occur from a very young age. Some children are subjected to blows or aggression, sometimes repeatedly, without adequate responses being provided. These incidents are not isolated and are part of a broader context in which violence can manifest at different stages of the educational journey. Recent events, including those in secondary schools, highlight the need for early intervention. We firmly believe that education in respect, conflict management, and kindness must begin at an early age. Prevention is essential to ensure that such behaviors do not become entrenched over time. In light of these concerns, we call for: Effective securing of playgrounds outside school hours; Systematic and thorough cleaning of school premises before students arrive; Increased supervision within schools and their surroundings; Serious and consistent handling of incidents of violence between students, including in daycare and kindergarten; The implementation of prevention and respect-based education programs adapted to each age group; Improved communication between educational staff and parents on these matters. The physical and emotional safety of children must remain an absolute priority. Schools must remain safe environments where every child can grow, learn, and thrive without fear.
