OBJECT : In the current context of geopolitical instability and energy shocks-particularly linked to the war in Iran and disruptions in energy markets-Luxembourg must strengthen its energy resilience by accelerating the uptake of efficient, low-carbon heating solutions such as heat pumps. We request that, solely for access to subsidies/financial support (Klimabonus) related to heat pumps, the current acoustic control method be adapted: the 40 dB(A) threshold would be maintained, but the assessment would be carried out at the relevant immission point (at the window closest to a noise-sensitive room at the neighbour's dwelling) rather than at the property boundary.

Authorization of Responsible Bivouacking in Luxembourg

OBJECT : We call for the creation of a legal framework allowing responsible bivouacking in Luxembourg under strict conditions respecting nature and following the "Leave No Trace" principle. Bivouacking differs from traditional wild camping: it is a light, temporary and discreet overnight stay in nature, generally limited to one night, between sunset and sunrise, without permanent installations or long-term occupation of the area. This practice is mainly used by hikers, cyclists, trekkers and outdoor travelers wishing to spend a night in nature while respecting the environment. The aim of this petition is not to authorize permanent or uncontrolled wild camping, but to allow a reasonable, discreet and responsible use of natural areas. We specifically propose: * authorization limited to one night in the same location; * a strict obligation to leave no waste behind; * prohibition of open fires; * full respect for private property, wildlife and flora; * prohibition in sensitive natural or protected areas; * use of lightweight and discreet equipment only. Several European countries already apply similar regulations successfully, balancing environmental protection with responsible access to nature. This measure would help: * promote sustainable tourism; * encourage outdoor and nature-based activities; * strengthen environmental awareness; * support a responsible and regulated outdoor culture in Luxembourg.

For a legal framework requiring employers in Luxembourg to provide collective supplementary health insurance

OBJECT : The purpose of this petition is to introduce, in Luxembourg, a legal framework for collective supplementary health insurance for employees in the private sector. This framework should provide for the following principles: 1. An obligation, for companies reaching a minimum employee threshold, to offer their employees collective supplementary health insurance; 2. A minimum employer contribution of 50% of the cost of the employee's basic coverage; 3. For companies with more than 100 employees, the possibility to offer three different levels of coverage adapted to employees' needs, provided that the price of the highest level does not exceed more than 100% above the lowest level; 4. Freedom of choice for employees, including: * joining the basic coverage; * optional extension to family members under negotiated conditions; * the possibility of exemption, exclusively where equivalent coverage already exists, notably through a spouse, another employer or a foreign scheme; 5. Tax neutrality, ensuring that the share paid by the employee benefits from tax treatment at least equivalent to that applicable to individually subscribed supplementary health insurance; 6. Adaptation according to company size, in order not to impose disproportionate administrative burdens on small and medium-sized enterprises; 7. Early application or specific mechanisms for companies employing staff in risk-related positions or under particularly demanding working conditions. These measures aim to improve access to healthcare, reduce household financial burden, strengthen fairness between employees, and reconcile social protection with economic competitiveness.
