PURPOSE : Cette pétition vise à attirer l'attention sur une inégalité importante dans l'accès à la formation continue et à la reconversion professionnelle. Au Luxembourg, les travailleurs cotisent chaque mois au système social et contribuent pleinement à l'économie nationale. Pourtant, malgré ces cotisations, il n'existe pas aujourd'hui de droit individuel clair permettant à chaque actif de cumuler des droits à la formation tout au long de sa carrière, indépendamment de son employeur. En pratique, les possibilités de formation approfondie ou de reconversion reposent sur des dispositifs limités ou sectoriels, et sont souvent liées à des mécanismes externes, notamment via l'ADEM. Ce fonctionnement ne permet pas aux salariés en poste ni aux indépendants d'anticiper librement l'évolution de leur métier ou d'acquérir de nouvelles compétences tout en restant actifs. Il n'existe pas, à ce jour, de compte personnel attaché à la personne, alimenté par les années de travail et les cotisations versées, permettant à chacun de choisir volontairement une formation ou une reconversion, sans dépendre de l'accord d'un tiers. Par ailleurs, certaines personnes exerçant aujourd'hui au Luxembourg disposent encore de droits individuels à la formation acquis par le passé dans un autre pays, notamment en France. Ces droits, issus de cotisations versées dans un autre système, peuvent parfois être utilisés même lorsque la personne travaille désormais exclusivement au Luxembourg. À l'inverse, les personnes ayant effectué l'ensemble de leur carrière sous le régime luxembourgeois, et y ayant cotisé pendant de nombreuses années, ne bénéficient d'aucun mécanisme équivalent. Cette situation crée une différence de traitement difficilement justifiable entre travailleurs exerçant pourtant sur le même territoire et contribuant de manière comparable à l'économie luxembourgeoise. Elle affaiblit le lien entre cotisation et droits individuels en matière de formation et d'évolution professionnelle. La pétition demande donc l'ouverture d'un débat parlementaire sur la création d'un Compte Personnel de Formation luxembourgeois, attaché à la personne, cumulable/cotisable au fil des années et indépendant de l'employeur. Ce compte permettrait à chaque salarié et indépendant affilié au régime luxembourgeois de se former, de se perfectionner ou de se reconvertir volontairement, tout au long de sa carrière. Afin de garantir l'équité et la soutenabilité financière du dispositif, ce compte serait alimenté de manière progressive et plafonnée, avec un plafond maximal identique pour tous les bénéficiaires. Les droits seraient attribués au prorata du temps de travail effectif, afin de respecter l'équité entre temps plein, temps partiel et parcours professionnels mixtes. Afin d'éviter tout double financement public, l'accès à ce dispositif pourrait être conditionné à l'absence de droits équivalents encore actifs dans un autre État. Enfin, afin d'éviter de nouvelles inégalités lors de la mise en place du dispositif, une mesure transitoire devrait être prévue, permettant l'octroi d'un crédit initial de formation plafonné aux personnes justifiant d'une ancienneté professionnelle significative au Luxembourg, sans dépasser le plafond général du dispositif. Une telle réforme renforcerait le lien entre cotisations et droits, encouragerait la formation tout au long de la vie et permettrait au Luxembourg d'anticiper les mutations économiques, technologiques et sociales plutôt que d'y réagir tardivement. Il est demandé à la Chambre des Députés d'examiner cette problématique et d'engager un débat public sur la création d'un véritable droit individuel à la formation tout au long de la vie.

PURPOSE : We are following with grave concern the situation currently unfolding in Iran. We express our deepest empathy and unwavering solidarity with the people inside Iran, who are facing repression and violence for exercising their fundamental rights. We consider it our ethical and civic responsibility to convey the real and unfiltered message of them, whose collective will for regime change has been expressed openly and consistently through repeated nationwide protests. This moment represents a critical test for human rights activists, the media, and political leaders in free societies. Silence or inaction in the face of such crimes cannot be considered neutrality. We therefore call upon the Government of Luxembourg, the institutions of the European Union, the media, and the international community to: 1. Support the Iranian people in their movement and their clearly expressed will for fundamental political change away from the current Islamic Republic regime. 2. Ensure honest, independent, and impartial engagement with events in Iran, including the amplification of Iranian voices in the context of severe internet and communication shutdowns. 3. Clearly and decisively condemn the violent repression of the Iranian people, and also prepare and implement concrete political and diplomatic measures, in line with international human rights obligations, to pressure the regime to prevent further killings, halt repression, and end violence against protesters. 4. Formally recognize Prince Reza Pahlavi as the representative of the Iranian people during the transitional period and cooperate with him in accordance with internationally recognized human rights norms, democratic principles, and the right to self-determination. We urge all democratic governments and institutions to recognize the gravity of this moment and to act in accordance with their stated commitments to human rights, justice, and human dignity. Although we are outside Iran, our hearts and consciences are with the people inside the country, who continue to courageously demand their fundamental rights. We stand with them and echo their call: "Freedom, freedom, freedom." History will judge not only those who commit these crimes but also those who choose silence in the face of them.

PURPOSE : Der tragische Messerangriff in Limpertsberg am 27. Januar 2026, bei dem eine 35-jährige Immobilienagentin erstochen wurde und eine weitere Frau schwer verletzt wurde, hat uns tief erschüttert. Die betroffene Fachkraft war im Rahmen eines Immobilienbesichtigungstermins unterwegs, als sie Opfer dieser brutalen Tat wurde. Solche Gewaltvorfälle sind nicht nur ein persönliches, sondern auch ein gesellschaftliches Problem: Sie treffen Menschen in ihrem Arbeitsalltag und werfen Fragen zur Sicherheit von Berufsgruppen auf, die regelmäßig allein im öffentlichen Raum oder mit Fremdpersonen agieren. Wir fordern daher gemeinsam, dass die luxemburgischen Behörden wirksame Maßnahmen ergreifen, um den Schutz von Immobilienagent:innen und anderen Außendienstmitarbeiter:innen deutlich zu verbessern. Unsere Forderungen Einführung eines verpflichtenden Notruf-/Panik-Buttons Jeder Immobilienagent und jede Außendienstmitarbeiterin, die alleine Termine wahrnimmt, soll verpflichtend ein zertifiziertes Alarm- und Notrufsystem erhalten. Dieses System sollte: eine direkte Verbindung zur Polizei (Notruf 113) herstellen, den genauen Standort (GPS) der Person übermitteln, schnell und einfach per Knopfdruck aktiviert werden können. Diese Art von Sicherheitssystem wird bereits in anderen Bereichen (z. B. Senioren-Notrufgeräte) erfolgreich genutzt und kann im Ernstfall Leben retten. Rechtliche Klarstellung und Anpassung der Selbstschutz-Regelungen Luxemburg verbietet derzeit grundsätzlich den Besitz und das Mitführen von Pfefferspray oder anderen nicht-tödlichen Selbstverteidigungs-Hilfsmitteln (,,Armes prohibés"). Wir fordern: Eine gesetzliche Regelung, die das Tragen von nicht-tödlichen Selbstschutzmitteln wie Pfefferspray im Rahmen der Selbstverteidigung unter klar definierten Bedingungen legalisiert. Alternativ oder ergänzend die Einführung spezifischer, sicherer und legal einsetzbarer Selbstverteidigungshilfsmittel, die von professionellen Sicherheitsbehörden empfohlen und technisch geprüft wurden. Schulung, Prävention und Schutzkonzepte Einführung verpflichtender Schulungen für Immobilienagent(innen) und Außendienstpersonal zu: Risiko- und Gefahrenbewusstsein, sicheren Arbeitsmethoden im Außendienst, Deeskalationstechniken, Nutzung der Alarm- und Notrufsysteme. Begründung Immobilienagent(innen) sind im Rahmen ihrer beruflichen Tätigkeit häufig allein unterwegs, teilweise an abgelegene Orte, mit unbekannten Personen und ohne unmittelbare Schutzmöglichkeiten. Der aktuelle rechtliche Rahmen luxemburgischer Sicherheitsbestimmungen enthält erhebliche Lücken in Bezug auf nicht-tödliche Selbstschutzmittel, die in anderen Nachbarländern (z. B. Frankreich, Deutschland) unter bestimmten Bedingungen legal sind. Ein Panik-Button-System würde bei akuter Gefahr sofort die Polizei informieren und durch Standortübermittlung wertvolle Zeit für Rettungskräfte gewinnen. Wir fordern Sie auf, diese Petition ernsthaft zu prüfen und konkrete gesetzliche Änderungen sowie Schutzmaßnahmen zu erarbeiten, die Menschen in gefährdeten Berufsgruppen besser vor Gewalt schützen. In der täglichen Praxis befinden sich Immobilienagentinnen und -agenten häufig allein auf entlegenen Immobilien, abgeschirmt von Öffentlichkeit und Nachbarschaft, teilweise in Anwesenheit mehrerer fremder Personen. In einer Notsituation besteht weder die Möglichkeit, schnell Hilfe zu rufen, noch sich wirksam zu schützen. Dies stellt ein erhebliches und nicht hinnehmbares Sicherheitsrisiko dar.
