Petitions to the Chamber of Deputies

OBJECT : We call on the Government and the Chamber of Deputies to strengthen the legal framework governing the management of condominium properties in Luxembourg in order to ensure greater transparency, responsiveness and oversight for co-owners. The requested reform should, in particular, provide for reasonable and binding deadlines for responding to requests and handling matters by property managers, better monitoring of damage and insurance claims, easier access to condominium documents, greater transparency regarding contracts and service providers, as well as stronger competition between companies providing services on behalf of condominium associations. Co-owners should also have more effective means of monitoring the management of their condominium association, together with appropriate mechanisms in cases of repeated or unjustified failures to fulfil management obligations. The objective is to establish clear rules ensuring more transparent, efficient, traceable and responsible management of condominium properties in Luxembourg.

OBJECT : Demander au Gouvernement et à la Chambre des Députés de mettre en place un mécanisme de complément différentiel pour l'allocation de naissance en faveur des travailleurs frontaliers affiliés au régime luxembourgeois de sécurité sociale. Lorsqu'un travailleur frontalier résidant dans un pays voisin bénéficie, dans son pays de résidence, d'une allocation ou prime de naissance inférieure au montant prévu au Luxembourg, le Luxembourg devrait pouvoir verser la différence, dans la limite du montant de l'allocation de naissance luxembourgeoise et sans double paiement. L'objectif est d'assurer une plus grande équité entre les familles dont l'un des parents travaille et est affilié au Luxembourg, indépendamment du pays de résidence de la famille.

OBJECT : Introduce legislation requiring employers in Luxembourg to provide specific, written and factual reasons for rejecting job applicants. The legislation should establish the following obligations: Specific feedback: Identify the professional skills, qualifications, experience or assessment results decisive in the rejection. Generic explanations must not be considered sufficient. Clear justification: Distinguish between candidates who fail to meet essential requirements and qualified candidates rejected in favour of another applicant, specifying the decisive selection criteria. Documented selection criteria: Establish selection criteria before evaluating candidates and document recruitment decisions. Record retention: Retain recruitment assessments and decisions for a legally defined period, in compliance with data protection legislation. Independent review: Allow candidates to request an independent examination where reasonable grounds exist to suspect discrimination, favouritism or other irregularities. Enforcement: Establish reasonable deadlines for providing feedback, effective oversight mechanisms and proportionate sanctions for non-compliance. The required level of detail should reflect the stage reached in the recruitment process.
