Petitions to the Chamber of Deputies

OBJECT : The petitioners ask the Government and the Chamber of Deputies to introduce a moratorium, meaning a temporary ban, on the sale, promotion and use in places open to the public in Luxembourg of consumer smart glasses fitted with a camera or AI-based visual analysis. The moratorium would stay in place until a legal framework is adopted that effectively protects people who are filmed, recorded or analysed without their knowledge. Assistive technology used by blind, partially sighted or disabled people, and specialist professional equipment used for a defined purpose, would be excluded from the moratorium, including their use. The petitioners also ask the Government to press, at European Union level, for common rules that protect people from these devices.

OBJECT : This petition aims to invite the Government and the Chamber of Deputies to expand and institutionalize the "Logementsdësch" into a National Commission to Combat the Housing Crisis, which would meet monthly under the authority of the Prime Minister. In addition to the relevant ministries in this field (Housing, Home Affairs, Environment, and others), this Commission should bring together Syvicol, the Chamber of Employees (Chambre des Salariés), the Chamber of Skilled Trades (Chambre des Métiers), the Luxembourg Bankers' Association (ABBL), the Housing Observatory (Observatoire de l'habitat), the Real Estate Chamber (Chambre Immobilière), and NGOs active in consumer protection (ULC, Fondation pour l'accès au logement, Mieterschutz asbl). The responsibility of this Commission would be to develop, coordinate, and accelerate the implementation of a multi-year national response to the housing crisis, reporting on proposed measures and their progress to the Chamber of Deputies at least twice a year. Among the measures the Commission could consider are, among others: • The issuance of an annual public housing bond program of 500 million euros for 4 years, fully invested in the creation or acquisition of affordable housing. • A national target of 20% affordable housing. • Doubling the maximum amount of the state guarantee for housing loans in order to facilitate access to credit for first-time buyers.

OBJECT : La présente pétition demande l'introduction, dans le Code de la route luxembourgeois, d'un cadre légal clair autorisant les conducteurs de deux-roues motorisés à circuler entre les files de véhicules lorsque la circulation est fortement ralentie ou complètement arrêtée. Cette pratique devrait être soumise à des conditions strictes afin de garantir la sécurité de tous les usagers de la route, notamment : * circuler uniquement entre les deux files situées le plus à gauche ; * respecter une vitesse maximale de 30 km/h lorsque les véhicules sont à l'arrêt ou fortement ralentis ; * ne pas dépasser de plus de 20 km/h la vitesse des autres véhicules ; * reprendre sa place dans une voie dès que la circulation redevient fluide ; * interdire l'utilisation de la bande d'arrêt d'urgence, des pistes cyclables et des voies réservées ; * effectuer la manoeuvre avec prudence et en maintenant une distance de sécurité suffisante.
