OBJECT : Au Luxembourg, en matière civile, chacun assume ses propres frais de justice, tandis qu'en Allemagne, la partie qui perd le procès doit supporter l'ensemble des frais de procédure. Bien que l'objectif au Luxembourg, tout comme en Allemagne, soit de permettre un accès aussi libre que possible de toutes les couches de la population aux institutions judiciaires, les coûts de procédure ont une influence certaine sur le déroulement des litiges, ce qui dissuade souvent les personnes à revenus normaux d'aller en justice. Un système tel qu'en Allemagne, où le perdant du litige prend en charge les frais de procédure, pourrait également être appliqué au Luxembourg. Ainsi, le « petit citoyen » aurait lui aussi une meilleure chance de faire valoir ses droits, plutôt que d'avoir à supporter ses propres frais de justice, même s'il obtient gain de cause devant le tribunal. Un avantage du système allemand est que celui qui est dans son droit et gagne obtient généralement le remboursement de ses frais (y compris les frais d'avocat) par la partie adverse. Un inconvénient est que des montants litigieux élevés peuvent entraîner des coûts considérables. Mais c'est la même chose au Luxembourg.

OBJECT : It is 2026, and we continue to see cigarette ends and other litter on the ground every day. Despite the 2012 law, which was tightened in 2022, some people continue to throw their cigarette ends on the ground without facing any consequences. This pollution, which is entirely preventable, should no longer be happening in 2026. (It is hard to understand how some people can still do this in full knowledge of the law...) Solutions must be found urgently to enforce the law. Without fines, attitudes will not change, despite the various awareness campaigns. Proof in action: Speed cameras help to reduce speeding. Breathalyser checks help to reduce alcohol abuse. Etc. We must therefore introduce police checks and issue fines to those who continue to throw away their cigarette ends or other litter. As a reminder, Singapore sets an example for us all. Throwing away a cigarette end is punishable by a fine of EUR12,400 and several hours of community service. Conclusion: no cigarette ends or chewing gum on the ground.

OBJECT : We wish to draw the attention of the relevant authorities to growing concerns regarding the safety of children within and around educational institutions. On the one hand, it has been observed that certain playgrounds and school surroundings, when accessible outside of school hours, may be exposed to vandalism or the presence of hazardous waste such as broken glass, syringes, or other harmful substances. These elements pose a direct risk to children's health and safety. On the other hand, the issue of safety among students themselves requires urgent attention. Incidents of physical violence can occur from a very young age. Some children are subjected to blows or aggression, sometimes repeatedly, without adequate responses being provided. These incidents are not isolated and are part of a broader context in which violence can manifest at different stages of the educational journey. Recent events, including those in secondary schools, highlight the need for early intervention. We firmly believe that education in respect, conflict management, and kindness must begin at an early age. Prevention is essential to ensure that such behaviors do not become entrenched over time. In light of these concerns, we call for: Effective securing of playgrounds outside school hours; Systematic and thorough cleaning of school premises before students arrive; Increased supervision within schools and their surroundings; Serious and consistent handling of incidents of violence between students, including in daycare and kindergarten; The implementation of prevention and respect-based education programs adapted to each age group; Improved communication between educational staff and parents on these matters. The physical and emotional safety of children must remain an absolute priority. Schools must remain safe environments where every child can grow, learn, and thrive without fear.
