Petitions to the Chamber of Deputies

OBJECT : Laut Verfassung hat Luxemburg 60 Abgeordnete. Im Wahlgesetz wird die Zahl der Abgeordneten pro Wahlbezirk festgelegt. 2023 waren 286.739 Luxemburger wahlberechtigt. Dividiert man diese 286.739 wahlberechtigte Bürger/innen durch 60 Abgeordnete, ergibt das Resultat 4.779 Wähler/innen pro Abgeordneter. Laut Wahlgesetz hat der Norden 9, der Osten 7, der Zentrum 21 und der Süden 23 Abgeordnete. Dies ergibt für 52.922 Nordwähler 5.880 Wähler/innen pro Abgeordneter, für 40.246 Ostwähler 5.749 Wähler/innen pro Abgeordneter, für 111.884 Südwähler 4.865 Wähler/innen pro Abgeordneter und für 81.687 Zentrumswähler 3.890 Wähler/innen pro Abgeordneter. So ergäben sich bei der gesamt durchschnittlichen Wähler/innen-zahl von 4.779 Wähler/innen pro Abgeordneter für den Norden 11,07 Abgeordnete, den Osten 8,42 Abgeordnete, den Süden 23,41 Abgeordnete und für den Zentrum 17,09 Abgeordnete. Um in der Praxis auf 60 Abgeordnete zu kommen, würde der Osten und Süden sich 1 Abgeordneten teilen (1/2 Mandatsperiode Osten, 1/2 Mandatsperiode Süden).

OBJECT : This petition aims to invite the Government and the Chamber of Deputies to expand and institutionalize the "Logementsdësch" into a National Commission to Combat the Housing Crisis, which would meet monthly under the authority of the Prime Minister. In addition to the relevant ministries in this field (Housing, Home Affairs, Environment, and others), this Commission should bring together Syvicol, the Chamber of Employees (Chambre des Salariés), the Chamber of Skilled Trades (Chambre des Métiers), the Luxembourg Bankers' Association (ABBL), the Housing Observatory (Observatoire de l'habitat), the Real Estate Chamber (Chambre Immobilière), and NGOs active in consumer protection (ULC, Fondation pour l'accès au logement, Mieterschutz asbl). The responsibility of this Commission would be to develop, coordinate, and accelerate the implementation of a multi-year national response to the housing crisis, reporting on proposed measures and their progress to the Chamber of Deputies at least twice a year. Among the measures the Commission could consider are, among others: • The issuance of an annual public housing bond program of 500 million euros for 4 years, fully invested in the creation or acquisition of affordable housing. • A national target of 20% affordable housing. • Doubling the maximum amount of the state guarantee for housing loans in order to facilitate access to credit for first-time buyers.

OBJECT : La présente pétition demande que toute personne résidant au Luxembourg ayant exercé une activité professionnelle et cotisé à la sécurité sociale puisse continuer à bénéficier de l'assurance maladie après la fin de son emploi, même lorsqu'elle ne remplit pas les conditions pour bénéficier des indemnités de chômage. La perte d'un emploi ne devrait pas entraîner la perte de la couverture maladie pour une personne qui a travaillé et participé au financement du système de sécurité sociale. Il est demandé de mettre en place un maintien automatique de l'affiliation à l'assurance maladie pour les personnes sans emploi qui restent inscrites comme demandeurs d'emploi et recherchent activement un nouvel emploi, indépendamment de leur droit ou non aux indemnités de chômage.
