Travelling with your dog in the cabin: a necessity for animal welfare

OBJECT : Currently, various airlines impose strict weight limits for animals traveling in the cabin, along with very restrictive size requirements. These conditions exclude many small dogs that only slightly exceed this limit, particularly dogs weighing around 10 to 12 kg, which are nonetheless suitable for cabin travel under appropriate conditions. In practice, these animals are often calm, accustomed to traveling, and able to remain in a suitable carrier under the seat. However, they are systematically refused in the cabin and must travel in the hold, which can cause stress and pose risks to their well-being. This petition proposes a reasonable adjustment of the current rules: increasing the allowed weight limit in the cabin to 12 kg (excluding the transport bag), no longer penalizing passengers by including the weight of the bag in the limit, adapting the permitted dimensions to better reflect the reality of small-sized animals, maintaining strict safety and transport requirements (appropriate carrier, calm animal). The objective is to better balance passenger safety with animal welfare by adapting the rules to real and common situations. We call on the Luxembourg authorities to encourage an evolution of these conditions in order to make them fairer, more proportionate, and better suited to current needs.

Mise en place d’une cotisation pension et d’une allocation pour les parents qui choisissent de rester au foyer pour élever leurs enfants

OBJECT : Cette pétition vise à demander la mise en place d’un dispositif permettant aux parents qui choisissent de rester au foyer pour élever leurs enfants de bénéficier d’une cotisation pour leur pension ainsi que d’un soutien financier. Rester à la maison pour élever ses enfants représente un engagement à temps plein, 24 heures sur 24 et 7 jours sur 7. Le parent au foyer assure de nombreuses tâches essentielles au bon fonctionnement de la famille : accompagnement des enfants, rendez-vous médicaux, suivi scolaire, activités extrascolaires, gestion du foyer et organisation du quotidien familial. Une telle mesure permettrait de reconnaître la contribution des parents au foyer à la société et à l’éducation des enfants. Elle pourrait également offrir davantage de liberté aux familles dans l’organisation de la garde des enfants et réduire certaines contraintes financières liées aux modes d’accueil. Dans certaines situations, les frais de garde peuvent représenter une part importante du revenu du second parent actif. Le choix de rester au foyer peut alors constituer une solution adaptée à l’organisation familiale tout en favorisant une présence accrue auprès des enfants. Les parents au foyer méritent une reconnaissance pour le travail qu’ils accomplissent chaque jour au bénéfice de leur famille et de la société.

Declaring a National Housing Emergency

OBJECT : This petition calls upon the Government and the Chamber of Deputies to declare a national housing emergency and, consequently, to deploy all necessary financial and human resources to ensure that structural measures enter into force before the end of 2027. These structural measures could include, among others: - A national register of buildings and housing; - A reform and the effective enforcement of rent caps, including the right for tenants to be reimbursed in the event that their rent exceeds the legal limit; - A national tax on vacant housing and a national tax on land mobilization; - An annual investment of 1% of GDP into the creation or acquisition of affordable housing; - A mandatory threshold requiring each municipality to offer a minimum of 20% affordable housing within its housing stock by 2035; - A guaranteed minimum density for projects built by public developers (SNHBM, Fonds du Logement); - The creation of a public-private partnership between the State and social partners, funded by employer and employee contributions, aimed at building affordable housing; - A procedure authorizing municipalities to reclaim buildings and buildable plots in a state of manifest abandonment, characterized notably by a severe and long-term lack of maintenance.
