OBJECT : Nous souhaitons attirer l'attention sur la nécessité urgente de créer des structures éducatives adaptées pour les enfants et jeunes sans déficit intellectuel, mais présentant des difficultés spécifiques liées à l'apprentissage (dyslexie, dyscalculie, TDAH, etc.) et/ou au comportement. Actuellement, ces élèves se retrouvent souvent en difficulté dans le système scolaire traditionnel, qui ne répond pas suffisamment à leurs besoins spécifiques. Cette situation peut entraîner : un décrochage scolaire, une perte de confiance en soi, une marginalisation sociale, et une orientation inadaptée à leur potentiel réel. Nous demandons la mise en place : d'écoles fondamentales spécialisées, de lycées adaptés, ainsi que de structures universitaires inclusives et encadrées, destinés à accompagner ces élèves avec des méthodes pédagogiques différenciées, un encadrement spécialisé et des classes à effectif réduit. Ces établissements devraient : proposer des approches pédagogiques individualisées, intégrer des professionnels spécialisés (orthopédagogues, psychologues, éducateurs), favoriser l'inclusion sociale et le développement des compétences, permettre à chaque élève d'atteindre son plein potentiel. Nous estimons qu'un système éducatif équitable doit reconnaître la diversité des profils d'apprentissage et offrir des solutions adaptées à tous. C'est pourquoi nous demandons à la Chambre des Députés : d'étudier la faisabilité de ces structures, de mettre en place un cadre légal adapté, et d'allouer les ressources necessaires à leur création. Dans l'intérêt du bien-être et de l'avenir de nombreux enfants et jeunes au Luxembourg.

OBJECT : The purpose of this petition is to introduce, in Luxembourg, a legal framework for collective supplementary health insurance for employees in the private sector. This framework should provide for the following principles: 1. An obligation, for companies reaching a minimum employee threshold, to offer their employees collective supplementary health insurance; 2. A minimum employer contribution of 50% of the cost of the employee's basic coverage; 3. For companies with more than 100 employees, the possibility to offer three different levels of coverage adapted to employees' needs, provided that the price of the highest level does not exceed more than 100% above the lowest level; 4. Freedom of choice for employees, including: * joining the basic coverage; * optional extension to family members under negotiated conditions; * the possibility of exemption, exclusively where equivalent coverage already exists, notably through a spouse, another employer or a foreign scheme; 5. Tax neutrality, ensuring that the share paid by the employee benefits from tax treatment at least equivalent to that applicable to individually subscribed supplementary health insurance; 6. Adaptation according to company size, in order not to impose disproportionate administrative burdens on small and medium-sized enterprises; 7. Early application or specific mechanisms for companies employing staff in risk-related positions or under particularly demanding working conditions. These measures aim to improve access to healthcare, reduce household financial burden, strengthen fairness between employees, and reconcile social protection with economic competitiveness.

OBJECT : It is 2026, and we continue to see cigarette ends and other litter on the ground every day. Despite the 2012 law, which was tightened in 2022, some people continue to throw their cigarette ends on the ground without facing any consequences. This pollution, which is entirely preventable, should no longer be happening in 2026. (It is hard to understand how some people can still do this in full knowledge of the law...) Solutions must be found urgently to enforce the law. Without fines, attitudes will not change, despite the various awareness campaigns. Proof in action: Speed cameras help to reduce speeding. Breathalyser checks help to reduce alcohol abuse. Etc. We must therefore introduce police checks and issue fines to those who continue to throw away their cigarette ends or other litter. As a reminder, Singapore sets an example for us all. Throwing away a cigarette end is punishable by a fine of EUR12,400 and several hours of community service. Conclusion: no cigarette ends or chewing gum on the ground.
