OBJECT : It is 2026, and we continue to see cigarette ends and other litter on the ground every day. Despite the 2012 law, which was tightened in 2022, some people continue to throw their cigarette ends on the ground without facing any consequences. This pollution, which is entirely preventable, should no longer be happening in 2026. (It is hard to understand how some people can still do this in full knowledge of the law...) Solutions must be found urgently to enforce the law. Without fines, attitudes will not change, despite the various awareness campaigns. Proof in action: Speed cameras help to reduce speeding. Breathalyser checks help to reduce alcohol abuse. Etc. We must therefore introduce police checks and issue fines to those who continue to throw away their cigarette ends or other litter. As a reminder, Singapore sets an example for us all. Throwing away a cigarette end is punishable by a fine of EUR12,400 and several hours of community service. Conclusion: no cigarette ends or chewing gum on the ground.

Travelling with your dog in the cabin: a necessity for animal welfare

OBJECT : Currently, various airlines impose strict weight limits for animals traveling in the cabin, along with very restrictive size requirements. These conditions exclude many small dogs that only slightly exceed this limit, particularly dogs weighing around 10 to 12 kg, which are nonetheless suitable for cabin travel under appropriate conditions. In practice, these animals are often calm, accustomed to traveling, and able to remain in a suitable carrier under the seat. However, they are systematically refused in the cabin and must travel in the hold, which can cause stress and pose risks to their well-being. This petition proposes a reasonable adjustment of the current rules: increasing the allowed weight limit in the cabin to 12 kg (excluding the transport bag), no longer penalizing passengers by including the weight of the bag in the limit, adapting the permitted dimensions to better reflect the reality of small-sized animals, maintaining strict safety and transport requirements (appropriate carrier, calm animal). The objective is to better balance passenger safety with animal welfare by adapting the rules to real and common situations. We call on the Luxembourg authorities to encourage an evolution of these conditions in order to make them fairer, more proportionate, and better suited to current needs.

Free Menstrual Products for Everyone in Luxembourg

OBJECT : We call on the Luxembourgish government and the Chamber of Deputies to guarantee free access to essential menstrual products such as tampons and sanitary pads for everyone in Luxembourg. Menstruation is a natural part of life and not a choice. However, the cost of menstrual hygiene products still represents a financial burden for many people. No one should have to give up basic hygiene because of a lack of financial means. We therefore demand: free menstrual products in public schools, universities, and administrative buildings; free access to tampons and sanitary pads in public toilets; government measures to make menstrual products more affordable or freely accessible in supermarkets; as well as long-term action to fight period poverty in Luxembourg. Access to menstrual products is a matter of health, hygiene, dignity, and equality. Other countries and cities have already shown that such measures are both possible and beneficial. Luxembourg should send a modern and supportive message by ensuring that nobody is disadvantaged because of menstruation.
