Petitions to the Chamber of Deputies

OBJECT : Nous demandons à la Chambre des Députés d'adopter une législation interdisant aux opérateurs de télécommunications d'utiliser le terme « Illimité » pour les offres Internet lorsque le débit est fortement réduit après un volume déterminé de données, au point de rendre le service difficile à utiliser dans des conditions normales. De nombreux consommateurs souscrivent à ces offres en pensant bénéficier d'un accès Internet illimité à la vitesse annoncée. Après avoir atteint un certain seuil de consommation, ils découvrent que le débit est réduit à un niveau qui ne permet plus un usage normal, notamment pour le télétravail, le streaming vidéo, les visioconférences, les jeux en ligne ou le partage de connexion. Afin de garantir une information claire et une meilleure protection des consommateurs, nous demandons : 1. L'interdiction d'utiliser les termes « Illimité » ou « Internet illimité » lorsque le débit est réduit après un volume déterminé de données. 2. L'obligation d'indiquer de manière claire, visible et compréhensible, dans toute publicité et tout contrat, le volume de données disponible à pleine vitesse ainsi que le débit appliqué après ce seuil. 3. La reconnaissance du caractère trompeur de toute publicité qui met en avant un accès « illimité » sans informer clairement le consommateur des limitations de débit. 4. Le droit pour le consommateur de résilier son contrat sans frais lorsque les limitations de débit n'ont pas été présentées de manière suffisamment claire avant la souscription. Cette pétition vise à renforcer la transparence, à protéger les consommateurs et à garantir une concurrence loyale entre les opérateurs de télécommunications au Luxembourg.

OBJECT : This petition aims to invite the Government and the Chamber of Deputies to expand and institutionalize the "Logementsdësch" into a National Commission to Combat the Housing Crisis, which would meet monthly under the authority of the Prime Minister. In addition to the relevant ministries in this field (Housing, Home Affairs, Environment, and others), this Commission should bring together Syvicol, the Chamber of Employees (Chambre des Salariés), the Chamber of Skilled Trades (Chambre des Métiers), the Luxembourg Bankers' Association (ABBL), the Housing Observatory (Observatoire de l'habitat), the Real Estate Chamber (Chambre Immobilière), and NGOs active in consumer protection (ULC, Fondation pour l'accès au logement, Mieterschutz asbl). The responsibility of this Commission would be to develop, coordinate, and accelerate the implementation of a multi-year national response to the housing crisis, reporting on proposed measures and their progress to the Chamber of Deputies at least twice a year. Among the measures the Commission could consider are, among others: • The issuance of an annual public housing bond program of 500 million euros for 4 years, fully invested in the creation or acquisition of affordable housing. • A national target of 20% affordable housing. • Doubling the maximum amount of the state guarantee for housing loans in order to facilitate access to credit for first-time buyers.

OBJECT : This petition calls for legislation requiring property developers to appoint and pay for an accredited independent expert to inspect and verify the progress of construction works at each stage of the project. Payment of each instalment by the buyer would only be authorised once the expert has confirmed that the corresponding stage of construction has been completed. This would establish a framework that better protects buyers purchasing off-plan properties (VEFA).
