Permettre à chacun de pouvoir boire de l'eau potable du réseau et ce, gratuitement dans un bar ou dans un restaurant du pays ( comme c'est le cas en France par exemple ) à partir du moment où il commande quelque chose d'autre à boire ou à manger dans cet établissement.
